China Announces Export Controls on Lithium Battery and Graphite Anode Material Items

The lithium battery export industry is facing significant changes. In the future, there will be a substantial increase in customs declarations flagged for manual review and questioning, which will inevitably lead to delays in export clearance times. Please be advised to arrange your shipment schedules accordingly to oid impacting customer delivery dates.

The specific control measures are detailed as follows:

Lithium Batteries: Rechargeable lithium-ion batteries (including cells and battery packs) with a weight energy density of ≥300 Wh/kg.

Battery Manufacturing Equipment: Equipment for manufacturing rechargeable lithium-ion batteries, such as winding machines, stacking machines, liquid injection machines, hot presses, formation and capacity testing systems, and capacity grading cabinets.

Cathode Materials:

Lithium Iron Phosphate (LFP): With a compacted density of ≥2.5 g/cm³ and a gram capacity of ≥156 mAh/g.

Precursors for Ternary Cathode Materials: Including nickel-cobalt-manganese hydroxide and nickel-cobalt-aluminum hydroxide.

Lithium-Rich Manganese-Based cathode materials.

Graphite Anode Materials:

Artificial Graphite anode materials.

Mixtures of artificial and natural graphite anode materials.

Associated Technologies: The controls also extend to technologies used for producing the controlled lithium-ion batteries and graphite anode materials.

Requirements for Exporters:

Exporters shipping the above-mentioned items must apply for permits from the State Council"s competent commerce department in accordance with the Export Control Law of the People"s Republic of China and the Regulations of the People"s Republic of China on the Export Control of Dual-Use Items.

Exporters are responsible for the accuracy of their customs declarations and must enhance the identification of export items:

For controlled items, the remark column of the customs declaration form must clearly state "Dual-use item" and list the corresponding export control code[s citation:3].

For items not subject to control but with parameters, indicators, or performance close to the controlled thresholds, the remark column must state "Not a controlled item" and provide the specific parameters and indicators.

Customs authorities will question declarations if the completeness, accuracy, or authenticity of the information is in doubt. Goods will not be released during the inquiry period.

This announcement will take effect November 8, 2025.
